The SDV JV was specifically formed to provide unparalleled Environmental Remediation, Restoration, and Construction services for the DoD and other federal agencies, and state and local government agencies. SDV JV consists of IO Environmental & Infrastructure Inc., an SDVOSB and Insight Environmental, Engineering & Construction, Inc., a Small Disadvantaged Business Enterprise (SDBE).

Joint Venture Overview

SDV Engineering & Construction, JV (SDV JV) is a joint venture between IO Environmental & Infrastructure, Inc. (IOEI) and Insight Environmental, Engineering & Construction, Inc. (Insight).

IOEI, a certified Service Disabled Veteran Owned Small Business (SDVOSB) headquartered in San Diego, CA, and as the managing JV partner, provides SDV JV the status of SDVOSB. IOEI’s management team has over 82 years combined experience performing environmental remediation and compliance work for DOD clients. IOEI has performed work for Naval Facilities Engineering Command (NAVFAC) at Navy and Marine Corps installations in the southwestern United States. Other clients include the US Army Corps of Engineers (USACE) and US Department of Homeland Security.

Insight is a 27-year-old, Small Disadvantaged Business with 60 employees located in offices throughout CA. Insight has performed services as a prime contractor and team member on 117 tasks orders at 38 military installations (Navy, Army and Air Force) in the western, southwestern, gulf, and southeastern United States. Insight has completed over $120 million of work on DoD installations in the past 10 years. Insight’s DoD clients and customers include NAVFAC, USACE, Air Force Center for Engineering and the Environment (AFCEE), and US Coast Guard.

IOEI and Insight have been collaborating on federal contracts since 2006 and through this established JV agreement, have combined capabilities to deliver a full range of environmental and construction services as an SDVOSB entity. SDV JV was awarded the first SDVOB contract by NAVFAC Southwest in March 2009 — N62473-09-D-1212, Environmental Remediation Services — a $30 million, 5-year IDIQ contract. In the first six months of the contract, SDV JV was awarded 8 CTOs totaling $6 million.
